The offices of the Maryland State Board of Plumbing are open and serving our customers through our online licensing resources, via e-mail and telephone, and by limited in-person appointments. Use Labor’s Central Scheduling System to meet with a representative from one of our boards or commissions. Please select the type of appointment you need from our list of available in-person services using the drop-down menu on the scheduler. You will receive an e-mail confirming the date and time of your appointment.

Appointments are available Monday through Friday, from 10:00 a.m. – 4:00 p.m. at our offices located at 500 N. Calvert Street, Baltimore, MD 21202. Please enter the building using the Calvert Street entrance and arrive at least 10 minutes early before your scheduled appointment time.

Welcome to our home page. The Maryland State Board of Plumbing licenses and regulates individuals who provide or assist in providing plumbing and gas services in Maryland. The Board also issues natural gas fitter licenses to qualified individuals who are non-plumbers. Both of these types of licenses are required for work throughout the state except for Baltimore County and the areas served by the Washington Suburban Sanitary Commission (WSSC). These two jurisdictions issue their own licenses and have their own plumbing code. The State Plumbing Board also issues a certificate to qualified individuals who are non-plumbers to provide propane gas services throughout the entire state.

Welcome to the Plumbing Homepage

The State Plumbing Board licenses, registers, and regulates plumbers, apprentices, and plumbing contractors. The Board does not regulate pipe fitters, drain cleaners, or gas pipe installers. The Board's mission is to protect the health of the public by enforcing the state plumbing statutes. The Board conducts regular inspections for plumbing and gas pipe installations and reviews special requests for exceptions to the code.

The Board is made up of eight professional and public members that are appointed by the governor.

Permanent Rulemaking Hearing - October 27, 2021

The State Plumbing Board will hold a virtual Permanent Rulemaking Hearing to allow stakeholders a final opportunity to provide feedback before the Board considers adopting revisions to Rule 1.4(L), to implement Colorado Senate Bill 21-077 (Concerning the elimination of verification of an individual's lawful presence in the United States as a requirement for individual credentialing).

State Plumbing Board

On May 14, 2021, the State Plumbing Board filed a Notice of Hearing with the Colorado Secretary of State and Colorado Office of Policy, Research & Regulatory Reform for the Board to consider adopting Rule 1.3(C), to implement Colorado Senate Bill 20-120 (Concerning requirements for registered apprentices). As allowed per section 24-4-103(2.5), C.R.S., a request for a Cost-Benefit Analysis was received on May 18, 2021. The State Plumbing Board produced the Cost-Benefit Analysis on June 18, 2021, consistent with the statutory requirements of section 24-4-103(2.5), C.R.S.
